Insurance Department Finalizes Legislative
Audit With No Findings

As a part of Louisiana’s Comprehensive Annual Financial Report (CAFR), Legislative Auditor Darryl G Purpera and his staff reviewed the financial performance, management practices, internal controls and overall compliance of the Louisiana Department of Insurance (LDI). Their audit measured the LDI’s adherence to applicable laws and regulations as well as accountability for the public funds received during the test period of July 1, 2017 through June 30, 2019.

On Tuesday, October 8, 2019, LDI senior management completed an exit interview with the Legislative Auditor’s staff to review a draft report of “no findings” for the period tested. The LDI’s internal financial controls were found to be properly assessing, recording and managing the funds entrusted to its stewardship, which were then transferred to the appropriate statutorily-required entities.

“I am proud of the continued work of our staff to ensure that all funds entrusted to our care are handled in a transparent and financially sound manner in accordance with accepted governmental accounting standards,” said Donelon. “The Legislative Auditor’s report again confirms our efforts over the past 13 years to make the LDI a model of transparency and accountability in state government.”

The Legislative Auditor tested and documented the LDI’s management over the Louisiana Insurance Rating Assessment, monitored activities of the Office of Financial Solvency and the Administrative Fund of the Department of Insurance, a statutorily-dedicated fund which provides capital to the Louisiana Sheriff’s Pension Fund, Municipal Fire and Police Civil Service Operating Funds and various other retirement funds.

The Legislative Auditor’s office is one of the Legislature’s ways of providing independent assessment and proactive guidance for state entities, resulting in accurate reporting of the fiscal condition and performance of government and the sources and uses of its financial resources.
